Landlord Risk Reduction Fund – Housing Authority

This incentive program offers financial benefits to property managers and landlord who agree to loosen screening requirements in order to rent their units to tenants who are currently unhoused or are at immediate risk of experiencing homelessness. Wraparound services with case managers from social service agencies will provide support to the tenant to ensure their relationship with the landlord remains professional and mutual.

Landlords may choose from three incentive options: 

  1. A Damage Reduction Fund will offer damage claims beyond the initial security deposit. Landlords will receive one month's rent funded to cover any damage that may occur. If security deposit and initial incentive coverage is used and there are still damages, landlords can request additional funding up to two month's rent. 
  2. Lease Up Bonus / Security Deposit will pay double the amount of rent upon successfully leasing to an LDCHA referred tenant. 
  3. Unpaid Rent Fund will offer one month's rent to cover any potential missed payments. 

Qualifying Clients: 

  • Must be at risk or experiencing homelessness 
  • Must have case management during the duration of the lease 
  • Must have completed a certification of homelessness, eviction notice or non-renewal notice 

Process

  • Qualified Client (with assistance of case worker / housing navigator) will search for available units 
  • Landlord Liaison will communicate with chosen landlord of the opportunity to utilize the Risk Reduction Fund 
  • Case Worker will provide cert of homelessness or at risk documentation AND commitment to provide services during the lease 
  • Landlord Liaison will work with the landlord to sign a funds recipient agreement, collect W-9 and signed lease agreement 
  • Funding check will be issues to the landlord and there will be continued contact to ensure their is good communication during the duration of the lease
